Yes, that often happens. Whoever told you it works 'always' was wrong.
Sometimes it does, sometimes it doesn't.

In your case, a fresh install is indicated.

fresh install ? i can't reinstall win7 on my ssd because i would lose all the programs on it
and the programs on it are my valuable then the ssd itself

so i was wondering why its isn't working and how i can fix that

It isn't working because of the apparent difference between the old system and the new system.
This very often happens.

Do you have all the installation files and disks for your applications?

Possibly exploring Sysprep might fix it, but no guarantees.

well some of the applications are costly like solid works i'm not sure if i can just re download that as i have a student licensed copy from the uni and not sure if they'll give me another code

the old system was a amd m/b and cpu
and the new one is a intel mb and cpu
is that whats causeing this?

i thought it would be something simple like updating the bios or getting some kind of driver

and i'm not really sure what sysprep is

Well...Sysprep really isn't useful in your situation. It's used to prepare a new OS install for movement to a different PC.

Going from an AMD platform to an Intel platform....yes, that is likely the reason for the problem.
Solution? Clean install. Sorry if that's not the answer you were looking for, but that is probably it.

You should NOT need a new license key for SolidWorks, just the installation media. Along with all your other stuff.
