How to make a Desktop PC that doesn't turn my dorm into an oven.

Texas summers are already hot enough :ouch: . And I know that it isn't possible to have have a machine that produces no heat. But what is the best way to go about making a rig that produces as little heat as possible?

Look at the tdp's of the components like GPU and processor and choose low ones. Choose a high efficiency PSU like a gold or platinum rated one. Get a case with good airflow. An i5 or i3 paired with a gtx 750ti will run much cooler than an fx8350 paired with an r9 290x for example (though the overall gaming experience with be lower too of course)
