I have a 1080p 60Hz monitor and am upgrading my GPU. I can get the R9 290 for $400, the GTX 780 for $500, and the R9 280X for $280. Which should I buy?

A single R9 280x will allow you to play almost everything to the max preset on 1080p. I was using a single Sapphire 280x without any issue. And when i get myself a Samsung UHD monitor, i simply add another 280x for crossfire. Thats the cheapest way of upgrading. Just make make sure your psu is up to the task!
if you can afford the 780 i would get it and only if your keeping it for like 2yrs+. The r9 290 has more vram which is becoming more useful but both have a good enough. I would get a r9 290 if you want a budget or the r9 280x if you really want to save money

1080 is where the 780 and 290x excel. If you think of it this way. Around 60 fps is their minimum on the most demanding games. So on a 60 hz monitor everything will be smooth as butter or perceived to be because you'll have almost no Frame rate drops.
