Ok, I will try to explain this as well as I can.

CPU Temp after sitting (idle) in BIOS for about 5 minutes. ----- 55c
System Temp -------- 40c

Those temperatures are outrageous for sitting IDLE in BIOS! In only 5 minutes to. I'm afraid to let it run any further.

My build is a Mini ITX with an Intel I5 4690k. and Gigabyte Windforce (GTX 770)

Let me describe my cooling because it is horrible.

I have 1 front 120MM intake fan and that is it.. My PSU does have an intake fan but it doesn't have an exhaust.

Ok, my PSU intake fan is about (1 INCH) away from my CPU Intake fan. I'm assuming there both trying to suck air from the same spot which is heating my PSU and CPU so quickly...
Also my case is so small my cable management is a complete mess...
I want to figure out how to make this work..

I did horrible at describing the situation. Please Help

The case is important in this case, and also, if you have a modular PSU or not.
Anyway, there will not be too much you can do from what you described.
Would you be able to get a different case with better airflow?

My case is the COOLER MASTER ELITE 130. I have fully modular PSU. For some reason my 4 pin molex that came with the PSU won't fit into my other fans
 


Umm, you do know that UEFI bios doesn't have any real power saving features and as such is always going to be closer to load temperatures than idle, right? 55 degrees in BIOS is fine, what are your idle temps in windows?
