I'm thinking of buying top tier CPU. I am considering i5-4440 which is around $250 where I live, any cons for pairing it up with cheapest $50 motherboard ?
Some of them (just to let you know what I mean): ASRock H81M-VG4, MSI H81M-P33, ASUS H81M-K, GA-H81M-S1 ... etc

Things you need to know before answering:
- I will not overclock
- I will use box cooler.
- I'll pay around $100-$150 for GPU, and buy 8 Gb ram
- I won't add or change any components later
- the only hardware intensitive task I'll (possibly) do is some low-res retro game twitch.tv streaming
- price is priority, not performance

If cheap motherboard will "choke" i5 CPU capabilities, should I go for i3 ?

No effect on cpu performance, just features such as slots, us3b, sata3 etc. Get the cheapest if you like. I got the cheapest asrock z77 mobo and ran my i5 o/c to 4.4ghz and mem at 2400, no issues. So for a non-oc rig, cheap brand name mobo, as you've listed will be fine
