gpu fan starts and stops

i just built my new pc, but the gpu fan starts and stops , no display but everything else works,,,, tried reassembling it about 15 times,replaced with new card (same model) even changed the cooling paste but nothing worked..
my config..
amd fx-8350
asus m5a97r2.0
g.skill 2gbddr5
sapphire amd r7250 with boost 1gb ddr5

Your system is quite odd in general. 2GB of RAM, an 8 Core FX processor, and then an R7 250? Usually you want to devote the most resources to your GPU and RAM instead of just your CPU.

That's besides the point.

Have you tried taking it out and reseating it? See if there is anything in the PCI-E port that's blocking it.

yes i tried reseating it , but still didnt work, i also checked all the components individiually on other pc and they are working fine , apart from this the gpu starts running once i let the cpu run idle for few minutes (and restart) might be some temperature problem
