Probably a question best asked of the school he plans to attend (attended). Grading policies can vary from school to school. For example, when I did my undergrad work, if you failed a class and then took it again, the end result was, as best, a "C" (even if you earned an "A" the second time).

I take this to mean that up to 16 credits can be removed from the GPA calculation. Seriously though, a quick call to the school (or an email) would get you a more informed answer, based on their guidelines when applied to this situation.

What is CUNY’s policy on “D” or “F” grades?

When a student receives the earned grade of “D” or “F” or an administrative failing
grade, and the student subsequently repeats the course and receives a grade of
“C” or better, the initial grade of “D” or “F” may be deleted from the grade point
average.

However, the “D” or “F” will remain on the transcript. The combined
grade points that can be deleted from the grade point average shall be limited to
16 credits for the duration of the student’s undergraduate enrollment in institutions
of City University of New York. Review the College catalog for guidelines on
repeating courses

You should also review pages 36-37 of the guide in reference to financial aid and repeating classes.

At my Uni, you could repeat a class to completely remove your old grade. General requirements were even more relaxed. You didn't need to repeat the same class to remove the old grade, just a class that fulfilled that credit requirement.
