Having issues with circuit breaker flipping in my new office. It's hot and I'm having to run a high powered air conditioner unit in my office which is causing this issue... I'd like to be able to game at med/high graphics level @ 1080p but use the least amount of power possible. Can you give me some advice on a build not including OS that would run less than 1000 dollars, provide an SSD and a storage drive (250GB + and 3TB+) and graphical performance close to my current GTX670?

MEM - 1.35v
GPU - GTX 750 Ti (60w)

You won't get much lower in power consumption and this is still a very respectable rig. The 750 Ti does not require an aux power input and will perform very close to your GTX 670 (just below but on the same level). Plenty of budget remaining for your hard drive to supplement the SSD.
