Mafia 2 won't start

Hi,I'm using windows 8.1 and mafia 2 is simply not working on my pc.
System specs : core i5 4th gen
Ram 4 gb
2gb nvidia graphics
windows 8.1 single language

when i tried to run the mafia.exe or launcher.exe file, the following error message is displayed;

" The procedure entry point SKIDROW could not be located in the dynamic link library C:\ Mafia II\pc\steam_api.dl l"

The folder however contains the steam_api.dll file and is not able to locate it.


I have the latest version of nvidia physx and geforce drivers installed and Direct x 11 too.

Please help me
