New OS on 1 partition, will it affect the other?

the title may sound a bit confusing—I am moving to 64-bit and my HDD is 1TB partitioned to half
(so i have C and E)

the OS (32-bit) is installed on the 1st partition C and i have a couple of files on (E) but no OS is installed, and i am wondering if i install the 64-bit OS on (C) and reformat everything will that delete the data on my (E)?—will i have stability issues?

Formatting a partition does not affect the data on any other partition.
