[Revised] First time PC Gaming Build - General Opinions and will it run 4k ultra?

First time builder, but comfortable with sinking a decent amount of money into my rig, not an intel fan boy and not looking to SLI or any of that stuff anyway. Just wanting to get opinions and advice on parts, also whether it'd be able to run something like skyrim 4k Ultra (don't have a 4k monitor yet). Obviously money is a factor so suggestions like "Why don't you just get a GTX Titan Z 12GB GPU" isn't very helpful, just an opinion would be nice and thank you if you actually read this :).

CPU: Intel i5 4690k
GPU: Sapphire R9-290x 4GB
Mboard: ASrock Fatal1ty z97 Killer
SSD: Samsung 840 EVO 250GB
HDD: Seagate Barracuda 7200rpm 2TB
Memory: Corsair Vengeance DDR3 16GB(2x8GB)
CPU Cooling: Corsair H105
PSU: Tt - TP850W 80+ Gold
Optical: Stock DVD-R
Case: Corsair 600T White

Peripherals:
Monitor: pending
Keyboard: Gigabyte GK Aivia
Headset: Logitech G430
Mouse: Logitech G502

I'm from Australia so unfortunately some parts are limited and slightly overpriced (purchasing through my local pc shop). This rig including all peripherals is budgeted at $2600AUD, and is costing $2435 from my local.

Also wondering if it acceptable to haggle with my dealer about throwing in OS, word processor software and 1 year anti virus for free if I pay in cash?

It looks good. Im not familiar with the psu. Just do some research and make sure its good quality. The 290x will handle games at 4k but dont expect ultra settings. Most games will run have to run at high and medium settings to keep a nice 50-60fps but its still a great gpu. Here are some benchmarks

I researched the psu and from what it looks like there are no problems with it. The 4k gaming thing is a bit more of a dream rather than reality, I'm sure once it's more commonplace I'll be able to uprgrade into it. Thanks again!! :)

that's still a better frame rate than my piece of junk laptop gives me on Low quality 1080 lol
