Their all 270X's, their all going to do roughly the same job.
Ignore the one with 4GB of VRAM, its pointless and if your spending that much extra get a 280. Look at the clock speed of the two remaining cards and get the one which is higher.

That simple really.

My 280 comment (in reference to the R9 280) is based on "Dont buy a souped up weak card when with the same cash you can just buy the stronger card). ie, dont get a 4GB 270X.

What FPS results in a smooth gaming experience is dependant on your preference, I cant tell you how sensitive you are to it. I personally dont like going below 45FPS.
However if the 270X is the best you can afford, you get what FPS you get. You can always change the graphics settings to get better performance.

74c under 100% is pretty typical.
