Hello!
I'm not sure if I should wait and buy the next graphics cards series or buy a graphics card (like the 770 or the r9 280) right now.

What's your opinion?

It depends on the card and system in question, but the answer remains fairly straight forward.

If you plan on waiting, you will always be waiting. If you can wait for nvidias 8xx series, why not skip it and go for the 9xx series?
If you wait, plan to wait forever.

UNLESS you really need a card right now, I would say wait a few weeks and see if NV will announce their next card spec.

I'm not sure about anything.
I want a new monitor. An IPS one, I know it's not the best for gaming, but it works. I'm not sure if I should go for 1080p or 1440p. But maybe 1440p screens are too expensive. I'm also not sure if I should wait for the 870 or 880, or if I should get the 770 or the 880. Or maybe AMD cards
ugh

The easiest place to start is with a budget, and what you are looking to accomplish.
The budget will narrow you down to 2 or 3 cards, which is good. And your performance now will dictate if you should wait.

I have the money for the top-end cards, the problem is, should I spend so much money for a card that I will probably have to replace in two years?

Well, you are going to be spending that money 4 months from now on a card that will last 2 years from then anyway.
It dosent matter when you purchase the hardware, they will still have the same lifespan.

The current GTX series has been out for a while now, that means that it will have to be replaced sooner.
On the other hand.. It's cheaper now.
What do you think then, which is the graphics card I should get? (I'm talking about the best graphic cards)

For the price (depending on country) you could afford the 290x. That would be my recommendation.
Has enough Vram to last for a while with upcoming games, as well as great performance now. The largest thing to consider is the resolution and number of monitors, since you plan to use one(?) that card will be MORE than enough for years to come.

I only want one monitor, and I think I'm getting the ASUS MX279H, but I'm not 100% sure about that too.
Which 290x do you recommend?

I'm not sure where I should look, but I want to buy both the monitor and the graphics card together.
Do you know a good store in europe (that ships to europe) with good prices?
On Amazon.co.uk, MSI R9 290X + ASUS MX239H costs around 750€, and the Saphire R9 290X + ASUS MX239H costs around 775€

On Amazon.com it costs 620€, I'd love to buy there, but I don't even know how much I have to pay for shipping and taxes and all those things

I'm exploding over here.
I'm probably getting the MSI R9 290X (Twin Frozr). But since I'm getting such a great card, wouldn't it make sense to also get myself a 1440p screen? The problem is, that all sums up to 1000€

Re reading that I got confused for a second too.
What im saying is go with the monitor that fits your budget, and when you do decide to upgrade again you can still use the monitor you bought here with the new one in dual monitor arrays.
