as you know amd r9 290x doesnt include vga port and i'v bought new sasmung monitor that only supports vga (by mistake) so i'm wondering if there is any solution for this problem

You can use a DVI to VGA adapter. Most of the times, one is supplied with your gpu accessories but they are pretty cheap to get.
