it is a budget mobo and is half the price of a new model. the motherboard doesn't have a io shield, disk driver etc, do you think it is worth it.

Me personally? No. I had one bad experience with a "factory refurbished" MB. You are buying an otherwise brand new build. Why skimp on the most important part?
Btw, if you plan on OC'ing that FX-8350, you may want to look into a board with better VRMs and heat sinks on them. And at least 8+2 phase power.
