Feels like either a power or a thermal related issue. Start by stating your PSU model, wattage and efficiency rating, as gbz implied already.

Next step is using softwares like gpu-z to monitor your gpu temperatures. Be sure to note both idle and under load temperatures.

As a side note, the i3 will slightly bottleneck your 290 in those games optimized for multi core operation, so on some games you'll just not feel the performance you should actually get...
