Second monitor glitches out, causes pc crash

Whenever I have a video play either on my first screen or my second screen, there is a chance that my second screen will either become very blurry or just display a gold image with parallel lines going up and down/left and right. Any ideas what the problem is or how to fix it?

Have you installed latest drivers for your graphics card?

I have and AMD Radeon 7970 3GB XFX Black Edition and have installed the newest drivers, put the graphics card into the other PCI slot (which didn't fix it) and reseated both my hard drive and ssd
