i5 4430 with gtx 750 ti

or

i3 4130 with r9 270

cpu or gpu. that is the question. I am not certain if this retained all I typed earlier so I will again, sorry if it repeats. The purpose of the rig is a budget gaming build for my brother. I don't know his monitor or specs so I am unclear what resolution he will be gaming at. I know that makes it more difficult as it is a pertinent question. Lets pretend two scenarios, one is high res large monitor, other option more of a medium? I know one concern I have is the machine staying the most relevant for the longest period of time as he essentially never has money. The computer is a gift from my father. Am I screwing the long run by skimping on the cpu with the dual core versus the quad core to achieve the instant gratification of the kick ass (compared to the 750 ti) gpu now?

Thanks

The latter willbe the faster gamer... but only because of the gfx card.
For most games, the hyper threaded dual core is almost as fast as the non-hyper threaded quad core when equipped with a good card. But the faster card will make the big difference.
And the i3 can always be replaced with an i5/i7 if needed too.

It still depends on the rest of the build such as the power supply used.
If it is a decent 500W psu, the i3 4130 with R9 270 is ok at 1080p. If there is a future gpu upgrade, there is a potential of the gpu not running at its maximum performance. But the difference is bearable.

since it appears that you are on a budget...

why dont you go with an fx8320 AND the 270x instead?
