Motor cycle problem

I have a '03 ZX7R and it's started to run rough at low RPMs. Kinda sounds like it's running on 3 cylinders but I know they're all firing. Basically it runs like crap up until I get it out and run it at highway speeds. Feels like it accelerates and seems like it runs smooth up until I slow down. Stopping and taking off again it almost wants to die but on the open road it feels normal.

New plugs and just cleaned the carbs.

Any help would be appreciated!

take it in and have them do a service on it it may be time for the valve clearance to be set these newer bikes have preset shims and not the screw type of old where you took a feeler gauge screwdriver and a 8mm wrench and just went in the head caps and did them easily your self .. also its got to where thy all fuel injection and solid state ignition where it used to be easy do it your self magneto and points and a carb job -- in other words they made something you can work on and made it to where you got to dang near always take it to there shop so it can be hooked up to a computer just to find whats wrong

Vacuum line leak? Ignition timings? Idle speed too low?
