My mouse and keyboard are supported with other computer,except this motherboard.

Im plugging into USB2.0,both of equipment are compatible with asus vanguard b85.But,it maybe doesn't support USB3.0 when i plugged in.

I want to use the USB3.0. Can you help me?

Windows req drivers for USB3, thats why I asked about windows.
Bios works with his own drivers.

There are 4 ports for plugging the USB.Three of the ports don't work. Just only one can work.

You did not answered about bios.
Want to know if USB3 ports working in bios: you can use USB mouse or KB or bootable USB stick for test.

i dont know how to answer your question about BIOS. What did you want to know?

To help you - I wish to know: is it software problem or hardware.
USB3 do not work at all or only mouse/KB.
USB3 may have problems in windows (common problems with drivers), but in BIOS may work without problem.
Still waiting from you results of tests in bios: start motherboard and keep pressing DEL button until you get into BIOS, check if mouse and keyboard are working.

The answer is my motherboard has a problem.I'm going to the store for refund the goods as well as exchange the motherboard.

Not only mouse and keyboard,my printer is also as well.
