Need help on which system is better

Hello, I am sorry in advance if this is a repeating question or in a wrong section but I'm really bad at computer specs.
So, I have an option between these two systems:
A)
ASUS H81M-K Motherboard
CPU Intel Core i5-4460 4-Core 3.2GHz
GPU AMD Radeon R7 260 1GB DDR5
8 GB RAM

ASUS H81M-K Motherboard
CPU Intel Core i5-4440 4-Core 3.4GHz
GPU nVidia GF650GTX 1GB
8 GB RAM
Now, I am on a budget and these are the two best specs for my money.
The two games I'll mainly play will be WoW Warlords of Draenor and League of Legends.
Which one is better for gaming?
I don't care about graphics too much, I don't mind playing on low-medium graphics settings as long as my fps is good, and will any of these two specs be able to run these games at a 1920x1080 resolution?
 
Those specs can't be completely accurate. The i5-4460 is just a newer more refined version of the i5-4440, and the i5-4460 is supposed to be clocked 0.1Ghz higher, not 0.2Ghz lower.

I would recommend the first build. The i5-4460 is a beast of a CPU (like I said, a slightly improved version of the i5-4440), and the R7 260 is a decent card, it performs better relative to the price than the GTX 650.

League of Legends should run on ultra at 60 fps, 1080p.

WoW is harder, since its framerate partially depends on your internet speed. Framerate could be 35-60 on ultra 1080p, depending on whether you're around a lot of people or on a dense server. Anything that increase internet latency in WoW will decrease framerate, regardless of hardware.

I used to run league of legends fine on medium with a solid 60 fps with a GTX610 before i bought my new computer which is super good. So either systems would be good enough. Go whichever one suits your budget best.

Thanks for the help.
About WoW, my ping was always decent on it, I am mainly concerned about 25/10 man raiding.
Would It run on a steady 40 (being generous here) FPS if all settings are turned off (ie shadows) if possible, or on very low if It can't be turned off?
