Why are my games running below 30 fps

ok my pc specs are:
intel core 17-4770k 3.50 Ghz
asus radeonn hd 7950 3.1 gb
windows 7 home premium
crucial tech 8gb ddr3 ram pc3-12800h
256gb adata ssd drive
1tb western digitital drive
corsair cx 750m psu

Now onto the problem.
with all of that my games r still running below 60fps and sometimes dips below 30fps . I should be able to run game on high to ultra settings and still get above 60fps right or is that just nonsense for the rig i built. if there is anyway i could configure my components to run better or any upgrades i should get tell me. I believe this rig to be a "high-end" gaming rig and was expecting to get better performance. Maybe its just me and my rig is running perfectly how it should be i don't know. Any help would be greatly appreciated.

What kind of games are you playing?

Which games and exactly what settings/resolution?
I suspect you're expecting a little too much from the HD7950, it's strong card but not really able to give 60 FPS in demanding titles at max settings and certainly not at 1080 or above.
AMD is still weak in its AA implementations if things are running slowly it's the first setting to lower, and don't go near SSAA if it's an option!
