Will an r9 290x still outperform an r9 290 even if i never over clock?

This is my first build and i probably won't be over clocking right away if at all. I understand there's safe ways to do it easily but I'd rather not mess up my expensive hardware, so that's why i'm wondering if a 290x at normal clock speeds will still outperform a 290 and it's normal clock speed.I also understand clock speed isn't everything so if you guys wouldn't mind explaining your answer, or giving some links i'd greatly appreciate it!

Yes the R9 290X will beat a R9 290 given it isn't being thermal throttled.
Overclocking doens't really damage hardware if you don't touch voltages. There are safety measure put in place so it's hard to destroy a card by overclocking.

yeah i was going to go with sapphire tri x model. and noctura d14 for my i5 4690k. another question i have is the same for my i5, will the 4690k still outperform the locked model without actually overclocking it?
