Download Speed Went Down alot!!!

ok so i usually download from 1mbps to 3mbps now when i try to download anything!! it's 30kbp to 80kbps, i tried to restart the computer, restart the download, unplug the modem and router and wait abit, even utorrent is slow. idk what to do help pls

Call your ISP, and ask them to run a line test. If the line is reportedly ok, change out the modem.
