You don't need a Z97 motherboard since you can't really overclock a non-K processor. Switch to an H97 board instead. The CPU cooler is only really necessary if you don't want to use the included one from Intel. Other than that, everything should work and work with Windows 7.

I'd get a cheaper z97 board like the msi z97 g45, then get a i5 4690k, what power supply are you using?

change it to either a xfx or seasonic one, the cx ones aren't that good when paried with high end builds
