Looking for a Personal Web Host in the US: PHP/MySQL and Ruby on Rails

I am looking to find web hosting for a personal site that will store contain a blog and mostly archival of images so there will not be a large amount of traffic, therefore shared hosting will be adequate.

My main requirements are:
Servers located in the USA
Good Uptime
Cost is under $10 per month
Supports PHP, unlimited MySQL databases and Ruby on Rails

There are plenty of VPS providers who provide ready-made "appliances" for their VPS farms. You will have to polish your Linux skills, though, since poorly configured VPS can easily be taken over from "friends".
