I just upgraded to an Intel Socket LGA1150 processor from AMD AM3+, I am using a HAF X case and while mounting the CPU back bracket for the H80i I noticed 2 of the screw holes are covered by the backplate and not exposed by the CPU cutout. Will the backplate touching the case short it out? Here is a picture of what im talking about

No, the point of the cutout isnt to prevent shorting but to make it easier to access the screws on the back to take off the cooler. The backplate should be of an appropriate size that it wont short even if there were no CPU cutout.

It still makes me a bit nervous, would putting electrical tape over the bottoms of the screws do anything?

It would give you ease of mind, but otherwise no. So go ahead I guess.
