I am planning to buy a used AMD HD 6770 which has 15 months of warranty remaining(according to seller) for a price of 4000 INR(a new one is priced at 7000+ INR). I'll be visiting the seller in a few days. Should I bring my CPU over to test it? What are the other things that I should check before buying? Please help.

My system specs are-
Asus P5GC-MX/1333 motherboard
Intel Core 2 duo 2.2 GHz
2 GB DDR2 RAM
A Cheap Frontech PSU(i'll manage a converter power cable needed for the GPU)

P.S. I'm not worrying about being bottlenecked

Use a stress program to see if the system runs unstable. Also, your PSU may cause issues so I recommend changing it. Do that on your own PC to make sure it's going to run stable. That's all I could think of right now.

Thanks for your reply :)  I have a budget of Rs. 5000. Can I get a new graphics card with similar or better specs? Will that support my system?

Well that's a good deal indeed. But make sure the card isn't mined and you'll need to get a written or printed bill and original warranty. Also, that card requires 24 amps w/o power connectors which rougly means a 450W cheap PSU will do, but anything less and there are chances of failure. What wattage is the PSU, or, simply enough, can you post a pic of PSu which has all the description about 12V and 5V rails.
Additionally, 2GB memory will bottleneck the card, upgrade to 4GB atleast.

My PSU is 450 Watt. I can upload pic later. Can I get a new graphics card with similar or better specs with a budget of Rs. 5000?

450W will do, if its extremely poor quality, then it'll just pass out, no one can help that. Just make sure its more than 24A total on +12V line(s). Sadly, you won't get that good GPU (atleast new) in 5k INR.

How much will a new one cost? I might be able to increase my budget a bit

A new HD 6770 costs ~7k INR. A HD 7770 is slightly better performance wise while being 0.4k costlier, but it requires a 6 pin power connector, which you'll have to see if your PSU has or not.

I guess the 7700 is now R7 250X. I'm planning to get that. I know it'll get bottlenecked. But can I play CS GO in low-medium settings with my system?

Yes you can, GPU wise, but CS: GO is very CPU intensive and you will surely not enjoy the experience:

Thanks a lot sir. Your help is precious. I got 80-95 fps with an old nvidia 8600 gt card some days ago. So i guess i'll be getting enough fps to play the game. The Core 2 Duo isn't that bad after all i guess. :)

Wondering if you were playing on high/ max settings? Because that'd be magical for the CPU and GPU! Yes you'll get good enough FPS, but I'm unsure of 50+ FPS on max settings, maybe medium-high would do.

C2D is one of the best CPUs, I own a 2.4GHz myself, and can play BF3 (very CPU intensive fyi) on medium w/o any problems, my old GPU held me back, and sadly I can't place a newer one for it :)

THIS should be the answer for my original thread. Thanks to Mr. MeteorsRaining.

I set everything to low. AA turned off. Played at 800x600 resolution :)

Ah, I see. Upgrade memory if you can, 2GB isn't really optimal.

As my board is ddr2 i think i'll only be able to upgrade upto 4GB. I'll try and save for another 2GB soon.
