My computer can't decide how much RAM I have ...

I had 8gb RAM, decided to upgrade to 16. I installed the other 8, it shows up in HW info and everything, but then I noticed... my installed physical memory is 16gb, but my total physical memory is 7.95gb, and my available is under 4gb.

And in performance monitor, it lists my total RAM at 8gb.

I'm confused as to the confusion.

Try going into the BIOS and resetting the default or optimal settings. Reboot and enter the BIOS again to see how much RAM is reported in the BIOS then boot to windows if it shows 16gb. If it doesn't you might have a configuration problem.
