can i use a 24 inch led tv as a monitor in graphic design

sure, why not? As long as the connectors on the TV will allow it. However, unless it's a high quality TV you won't get good color depth on a 24-incher

Yeah, you're going to run into problems with color washout and saturation on that kind of display. It'll be fine in a pinch but if you're serious business about graphics design, you'll want to look into a monitor that will provide you with better color, brightness, saturation, hue, etc.
