Not sure if this will work but here are two options to try:
Option 1 Disable USB selective suspend setting:
Go to Control Panel, Click on Power Options, Click on Advanced Settings, scroll down until you see USB settings, click on the + beside USB settings and then click the + beside USB selective suspend setting and change from enable to disable.
Option 2 Using Device Manager:
Go to Control Panel, click on System, click on Device Manager on the left, right click on a USB hub and then click on Properties, look under the Power Management tab and deselect "Allow the computer to turn off this device to save power". Not sure which USB hubs this needs to be done to or if it is all of them. You could try them one by one until the drives no longer "sleep" after not being used for a while.
