Having some unique symptoms, power supply to blame?

So I have been having some issues with a recently built pc of mine, and would appreciate any input. What's been happening is, whenever I push my power button on the front panel to boot the system, the computer turns on, immediately turns back off, and, within a few seconds(the amount of time has been growing lately) it turns back on and boots as normal. I have been worried about this, and figured it was either my mobo or my power supply. I opted for a process of elimination style (not very efficient I know :) ) and replaced my motherboard with a much better one (my original board was only 75 dollars and apparently notorious for being defective). After installing Windows on the new system, I have discovered that the problem persists still. So my question is, does this sound like a power supply problem, or a front panel problem. Oh the power supply is a 650 watt Thermaltake 80+ bronze, and the case is a (50 dollar) cooler master elite 431 plus, thank you.
