Instead of overclocking an i7-4790K, can it be underclocked? I want to keep it cool enough to be fanless. Quietness is more important than speed to me.

Have a sense of humor, please! I do want quiet. I used the term "underclock" just to get your attention. I overclocked a Q6600 at 3.0 GHZ for 7 years using a pin mod. All of my temps were high and now my machine is completely unstable, thus the new processor.

I dont think its a good idea, I had a computer and the fan wasn't working (i forgot to plug it after cleaning dust) while i was booting the cpu overheated and i didn't even but some load.

You may burn your cpu by doing this.

Only the CPUs that have a TDP less than maybe 7W run fanless. So a 84W CPU would need to be underclocked to like 400 Mhz to get to that low TDP which i don't think is possible with multiplying. I would not recommend you to run your CPU without the cooler because there is a 99% chance that you are going to burn it.
