Acer monitor no display

I've got all the cables setup and the video card is installed. I bought a dvi cable and connected one end to the video card and one end to the monitor. The monitor keeps showing no signal. The computer definitely has power since the fans are running and the power led light is on.

Additional details discovered are as follows:

On board video from motherboard does not produce display on monitor through VGA connection. DVI connection from monitor to video card also does not display. CPU LED lights are not on - my understanding is that they should be. I know the monitor works because I connected it to a laptop and got a display on the monitor.
