Noctua NF-P12 PWM. PWM controlled, high static pressure, excellent noise levels, long bearing life. It's a staple.

Kinda sounds like maybe it's supposed to be like that as per the product page which says 1000-2200RPM. The Noctua is a better fan by far and can be set to around 600RPM at idle, depending on what header it's connected to and your BIOS settings.

Oh so that may be a problem why it never goes under ! It will be on a 4pin in cpu fan slot as always..I was talking with a friend that has a super quiet pc..he told me that the best are noctua f12 and this http://www.blacknoise.com/site/en/products/noiseblocker... he thinks that theyre even better...what do you think?:)

I think both are excellent products. Either one will perform well. Availability may be the deciding factor followed closely by price. Just make sure you get a PWM model of whichever product you decide to go with and be sure to check the BIOS to confirm correct fan settings. You may be able to lower the minimum CPU fan RPM's there without having to replace it, although either of these would be much quieter than what's on there now and possibly a better performer as well.

Yep, that's a good choice. Has been for years. You won't be unhappy with it.
