Missing: a PSU (may already have a suitable one), UPS, and 4K monitor. My goal is around $3000 but I'm willing to go up to $3500.
Questions:

Will dual GTX 970s be enough for 4K gaming in this case?
    Will the CPU limit it?
Is there any point in water cooling just one video card? I think I'll have space problems trying to do both.
Whether or not I water cool one GPU, should I reverse the fans to draw in the back/top and out the front/bottom? This is to avoid hot GPU air from blowing over the radiators.

Whew. Okay, that's all for now. So far this website has been instrumental in picking this stuff out, and suggestions unrelated to these questions are welcome.

The CPU will be fine and the GPUs will be fine. A single 970 is almost enough to play at 4k but two of them will be great
