It does not have a lower power usage . It has less power connectors so you have less overclocking head room

The single 8-pin provides 150w to the card. As far as I remember, the PCIe slot can provide about 75w.
The reference for both the 970 and 980 is two 6-pins, equating to the same 150w.
Now, while a few non-reference designs use the standard 8-pin + 6-pin setup, theoretically allowing more power to the card for higher overclocks. I would almost certainly imagine that you would run into temperature or general instability issues long before you run out of juice.
So in short. I really don't think you're going to get any massive gains, if any, from the traditional power setup over a single 8-pin.
I think pretty much all aftermarket 970s currently available will get you to near-enough the same levels when overclocking, the only variables being fan speed.
With that said, I would advise against that EVGA version.
