Spent a solid day troubleshooting this and wanted to share it with the community, since I ended up using multiple threads to come up with the solution for it. This laptop is off-the-shelf from Best Buy, so I figure it's going to end up being a common one.

Issue #1: Laptop has no CD/DVD drive and only USB 3.0 ports
Issue #2: Laptop gives no boot options except for Windows Boot Manager
Issue #3: Windows 7 will not install from USB 3.0 thumb drive, or external DVD drive, or USB 2.0 thumb drive as configured (asks for Load CD/DVD drivers in all instances)

Solution:
Create a bootable USB 2.0 drive with your Windows 7 installation (must be 2.0, solves issue #1)
Boot the laptop, press ESC to enter boot menu, select Run Setup to enter BIOS
Under the advanced tab, select USB Configuration, change both settings to AUTO (solves issue #3)
Save
Under the security tab, disable Secure Boot Control, Save
Under the boot tab, enable Launch CSM and enable Launch PXE OpROM (solves issue #2), Save

Power off the laptop
Plug your bootable USB 2.0 into any USB port
Boot the laptop, press ESC to enter Boot Menu

You should now see your USB device listed and be able to continue with your installation!
