Very weird internet problem

Today there were DNS internet problems so there wasn't internet, neither for me nor my friend which uses the same provider. I use cable internet through some kind of box where the wires go... (please excuse me i don't know much about internet and computers)
2.5 hours ago the problem was fixed for him, he has nice internet like always,
but i don't...

I'm from Serbia using orion provider.

I can go to youtube and watch videos without problem, use this site, reddit and some others,
but i can't access twitch.tv AT ALL, and things are lagging a bit from time to time when loading certain pages, for example it took 10 seconds maybe more for me to log in here, it was loading a long time, sometimes i get errors such as no data sent or took too long to respond. Online gaming is impossible.
I've tried to pingtest but it never loads, browser always fails to respond on mozilla, and on chrome doesn't load correctly.

I've tried to turn off and on again and to restart PC... also checked for viruses using AVG.

Typing "ping twitch.tv" it tells me it sent 4 packets but it's 100% loss...
Pinging www.tomshardware.co.uk gave 25% packet loss and 197ms.
google.com and youtube.com on the other hand is 0% loss and great ping.
http://store.steampowered.com/ 75% packet loss and great ping.

I've loaded http://www.bandwidthplace.com/ it wasn't speedtest.net because that didnt work.
Results were 0.1 mbps download and 0.1 mbps upload and nice ping, which is crazy when i can watch videos on 720p on youtube as always as well as steam videos.

I've tried to download something, so i've gone with adobe flash player which is 4.5mb and it didn't download, it has pretty much frozen. Torrenting speed only 3.5 kb/s...

You could try using another DNS sever (google's). If your computer is connected directly to your modem ( where the wire comes out of the wall and into your device). Click on start > type "CMD" in the search bar and press enter. Type Ipconfig and press enter. The "Default Gateway is the address of your modem. Type that IP address into your browser. The Username\Password varies on what brand your modem is.
Find the brand of your modem and google "<BRAND NAME> default password"

Depending what kind of modem you have, the settings for the DNS can be anywhere. You should be able to find DNS server settings by looking around. Type in 8.8.8.8 for your DNS server ( i use this as my primary)

Sadly none of the usernames and passwords are working which i've found online...
Is the "<BRAND NAME>" written next to user and password when i type the the adress from cmd?
AirOS is written next to the username and password, and i've tried to type ubnt ubnt or blank blank or admin ubnt...
