Laptop hooked to TV via HDMI shows lines

I have a first gen Core i5 Dell Inspiron with ATI 4300 Mobility (had it since 2010, still works great)

I don't really move this laptop around so it is hooked up to a laptop cooling pad, speakers, external hard drive and a printer (and the battery charger on and off).

I recently hooked it up to a Samsung LED TV via HDMI and whenever I connect it as a secondary display, it shows me flickering lines on the TV (and not on the laptop's own display). When I REMOVE the speakers, and unplug the things connected via USB and the charger, the flickering seems to stop altogether (the speakers when plugged in even make the display go blank)

The TV is hooked up to a PS4 via another HDMI cable and that seems perfectly fine - no flickering etc. Also, this is the second HDMI cable I'm using with the laptop since the issue popped up a few days ago. It was all working fine on the previous cable for around a month. This just started happening three or four days back. I've even switched HDMI ports on the TV between the laptop and the PS4. The PS4 works fine, but the laptop is causing issues.

What could be causing the flickering lines? Is it feedback from the speakers and the USB ports?
