Unable to telnet Cisco 2811 Router, but all links are operational

Hello

I am unable to telnet a Cisco 2811 router, but all the links connected to router are operational means router is working fine. (BUT SOMETIMES all the links connected to that router go down) even router doesnt restart, and I have 2 fiber links from 2 different ISPs that cannot go down at the same time and many times.

It happened to me many times, all the LEDs are ON, I have to restart the router to solve this problem.

These routers are so complex it can be a lot of things. It can be as simple as the router has invalid routes it received from another router or it can be some hardware issue. Your best bet is to connect to the router via the console. You want to at least temporary configure the console so it does not require access to radius/tacacs to gain access. You also need to be sure you have the logging buffer enabled so that you can see the logging messages.
It may also help if you set up a logging server so the router logs messages to a external server. You may get lucky and get a message right before the router refuses to talk to you.
