power supply cooling please help

What I got is xfx 550 pro PSU just bought recently what I noticed is this half bit of see trough plastic covered just under fan also fully under the circuit board I don't know what's the purpose of this if you could help me out before I can turn it on thanks.

You're probably looking at a piece of insulation board isolating different voltages inside the PSU. It is fine.
