Why are the 900 cards 4GB but 256bit...

I don't understand, why do you develop ONLY 4gb cards, in ONLY 256 bit memory bus? Currently trying to build my friend a new PC, and the 970 are cheap and dandy and good performance (according to Nvidia it's doing better than the 680 classy I have), but I can't find one that is either only 2GB, or is 512bit.

Improved bandwidth reduction, which is why 980 is still faster than 780ti/290x. 970 is the performance per dollar king right now including min/avg fps benchmarks.
