1600 is fine though that ram is very expensive, the H97 chipset won't go faster than 1600 anyway.
For watchdogs 4gb of vRAM will be nice and the 760 is a great price right now. Maybe something like this....

Nonsense, the 760 and 280 are neck and neck in most games, sometimes the 280 slightly outperforms the 760 and sometimes the 760 slightly outperforms the 280.
As for watchdogs being a bad port yes it is and it absolutely hammers systems with less than 3gb of vRAM. Unfortunately this seems to be a growing trend due to the new consoles having a lot of vRAM available and I think this trend will continue sadly. All I'm saying is that in the future 4gb of vRAM is probably going to be seen as a minimum amount in many new games.
Edit Though you are right the 280 is better than the 760 in bf4! Sorry! Just trying to think about the future!

If you spend 240 $ for gtx 760 then its better to spend 30$ more for gtx 770.

Really, why didn't they just put 4gb in the r9 280 grrrr!?
I just keep coming back to the "etc" in the OP. They've stipulated "ultra" settings and if they want ultra in newer games that have been badly ported like Watchdogs and The Evil Within then they will need all the vRAM they can get

yes thats why i have told that watchdogs is one of the most badly coded game but i have gtx 760 2gb version and i have played it on ultra settings with some graphic adjustments and i have got 40 - 50 fps.
