Cheap but Quiet CPU Cooler

I got my new pc yesterday, its been working fine, except.. the cpu cooler is extremely loud.

I was just wondering, what is a cheap, but quiet cpu cooler that I could purchase.

Coolermaster Hyper 212. Its not the best or quietest, but if you're not overclocking you will find a marked sound decrease, especially if you mount a quiet fan on it.
