Can 2x sticks (1 8gb and 1 4gb) dual channel?

Subject/title say's it all :p 

Can 2 of the same brand, same voltage and same timing ram, dual channel even if the amount of ram they are, dont match?

Depending on mobo, partially yes - Intel introduced what it calls Flex mode about 10 years ago, and has been basically copied by AMD - what it does is look at the total amount of DRAM in each channel and will run equal amounts in dual channel and the odd remaining in single channel....so if you have say 8GB in channel A and 4 GB in channel B then you will have the equal 4 GB in each running in dual channel and the odd 4 GB from the 8GB stick running in single channel all at the same time, most INtel mobos support flex and many of the newer AMD mobos do also
