New GPU (One Fan Doesn't Spin)

Hello I've been having a problem recently.

I just bought my new Graphic Card last night, (A Gigabyte GTX 970 G1 model). I plugged it in all correctly I mean every slot is filled up but I have an issue. One of the fans on the GPU doesn't spin. (The first fan on the GPU on the side of the ports). The LED lights up perfectly as well as the rest of the fans and the GPU seems to work without issues right now. I don't know though if my GPU has a problem and if theres a way to test if everything is working fine. I have an ASUS MAXIMUS VII HERO motherboard and a Corsair RM650 Power Supply.

If you know how to solve this problem please help me out!

Load the card up with some demanding game... or Furmark. See if the 2nd fan is only set to come on when temps call for it. If the 2nd fan doesn't ever come on, I would RMA the card.

Something weird occured, when I touched my Fan with my hand it started working, but when I boot my PC it doesn't work. I'm not sure what could be the problem.

In that case, it sounds like a dead spot in the winding. In other words, bad fan motor. If it's still RMA'able to the retailer, I'd get it replaced. If not, register and contact Gigabyte for RMA instructions.
