If I press the motherboard power button then the video card will momentarily turn on and then off and a case fan too. Strangely the motherboard will have a red light turn on after I turn it on directly. My PSU is a Corsair 850W. My motherboard is an MSI X99S SLI Plus.

If you look at the pictures, you can see what light turns on after I press the motherboard power button.

that LED is the DRAM_LED,do you have other DRAM?
or try to remove one DRAM.
or try to insert 1_3 slot.
maybe it's work,good luck

try to plug only 1 memory in DIMM1 (which is the left most memory slot)
make sure that you have plug the 8 pin connector in JPWR2 (cant see that in the pic)
and also clear CMOS.
