I'm in the market for a new graphics card

Since i get subpar (30-35) FPS with my AMD 6870 in games like WOT, Asetto Corsa ((with lowered graphics) also i'm thinking of getting some new games like gtaV and elite dangerous later)...

Would a graphics card upgrade help or would my first generation i5 760 bottleneck a eg. 980/290
Or do i need to make a new build?

my system:
i5 760 (OC'ed to a whopping 3.37Ghz)
AMD 6870
16GB ram
SSD
Corsair TX850W PSU
...

You will need to upgrade the CPU if you plan on upgrading to a 980/290. You will want to upgrade the CPU for sure as the bottleneck would be significant.

so now is the question if I should wait for the new generation of RAM to be a thing or just stick with my old ddr3 ram and get a new motherboard + cpu + gpu, which actually is crazy expensive.

With 16 of ddr3 you should be set. Just to put it in perspective you only need 4-8. And 12-16 is icing on the cake. Unless its cheap and clocked at something less than 1333MHz you should be fine.
Now this means you should definitely focus first on your motherboard and CPU. But this is at least 350$. Like for a i5 4670k and a

However if all you want to do is increase gaming performance wait for the GTX 960(250-300) or just go with a GTX 760(220-250). This is probably the best way to upgrade as it will actually increase performance in your games.
