Hey I want to start making my own Cat5e and Cat6 cables. I've been looking at getting a crimping tool and a cable tester, but either they are way over priced or they have terrible reviews from some people. Does anyone know of any good crimping tools that don't cost over $40 ?

Great cable crimper. Will crimp RJ45 + RJ11. I use this professionally. I used to have a Fluke crimp tool that was stolen that was three times this price. This does the same job with the same quality.

Is there a reason that you want to start making your own patch cables? If you are doing any structured cabling in your house then it is best to run the cable, terminate it in a keystone jack, and then just use a purchased patch cable. Your time is also worth something if you need quite a few of them. Many patch cables are honestly not that expensive and they are tested to be within certain tolerances. ICC makes cheap decent patch cables.
